How To: Officiating Team

The Officiating Team consists of 4 main roles. All roles support each other in managing the computer and timing systems so that swimmers can be recognized for the swims in a timely manner.

USA Swimming Officials Training

All officials for ECSL will complete the USA Swimming Officials Training. You will be reimbursed for the fee once course(s) are completed and at least one shift has been performed.

The Referee (or Head Ref) is the ultimate authority during a meet around rules and officiating.

  • All DQ reports are verified by the Referee
  • All disputes go through the Referee from the teams' Head Coach
  • The Referee corrdinates the follow of the meet with the Starter and Timing System Assistant.

The Starter is responsible for the fair start of every race.

  • Controls the swimmers through simple, clam, and clear commands
  • Ensures all available swimmers are present and ready to Strat the race
  • The Starter coordinates the follow of the meet with the Referee and Timing System Assistant.

Stroke and Turn Judge

The Stroke and Turn judges ensure that all races are swum in a fair and consistent with USA swimming rules manner.

  • Stroke and Turn judges are there to observe the swimmers and to be a good witness.
  • That all swims are performed pursuant to USA swimming rules while keeping in mind the exceptions place by the Referee and the Officials meeting held before the meet.
  • Treats all swimmers equally
  • Politiely directs any concerns to the teams' Head Coach and Referee.

The DQ Runner observes all officials during the meet and gathers all filled out DQ reports to deliver to the Referee.

  • if a S&T Official is the DQ runner, then they also act as backup for the original official for the next race
  • DQ reports need to be gathered by the end of a set of races for the Referee and Computer Team to keep caught up with the meet.
